Preheat oven to 375°F. Grease a 9x13 baking dish.

Mix ground beef with garlic powder, onion powder, salt and pepper. Shape into 6 patties.

In a skillet, brown patties on both sides but don't cook through. Set aside.

In same skillet, whisk 1 cup milk with flour until smooth. Gradually add remaining milk, stirring until gravy forms. Season with salt and pepper.

Layer half the potato slices, then half the onion slices in baking dish. Arrange hamburger patties on top. Add remaining potatoes and onions.

Pour gravy over everything. Cover with foil and bake 1 hour. Top with cheese and bake uncovered 15 more minutes.
