Preheat oven to 350°F (175°C). Grease a 9x13-inch baking dish.

Brown ground beef with onion and garlic in skillet. Season with salt, pepper, and paprika. Drain excess grease.

In large bowl, combine soup, sour cream, and milk. Stir in beef mixture, rice, 1 cup cheese, and peas if using.

Transfer to baking dish and top with remaining 1 cup cheese.

Bake 25-30 minutes until hot and bubbly with golden cheese on top.

Let cool a few minutes, garnish with parsley if desired, and serve warm.
