In a large bowl, combine ground beef, breadcrumbs, chopped onion, minced garlic, eggs, ketchup, Worcestershire sauce, salt, and black pepper until thoroughly incorporated.

Press the meatloaf mixture evenly into the bottom of a 9×13 inch baking dish.

Arrange the frozen tater tots in a single layer on top of the meatloaf mixture.

Bake in the preheated oven for 45 minutes.

Remove from oven and sprinkle shredded cheddar cheese evenly over the tater tots.

Return to the oven and bake for an additional 15 minutes, or until the cheese is melted and bubbly.
