Add ketchup, tomato sauce, mustard, Worcestershire sauce, brown sugar, onion powder, and garlic powder to the beef mixture. Reduce heat to low and simmer for 5 minutes to allow flavors to meld together.

Arrange frozen garlic toast slices on a baking sheet. Spoon the beef mixture evenly over each slice, spreading to the edges. Top each with a generous portion of shredded cheddar cheese.
