Add cold milk, ice cubes, chocolate ice cream, and cookie crumbs to the blender. Blend on high speed until the consistency is smooth and velvety.

Transfer the blended mixture to a chilled glass. Crown with whipped cream and sprinkle with chocolate cookie crumbles.
