Preheat oven to 190°C. Lightly grease a 23x33 centimetre baking dish.

Heat a large skillet over medium heat. Add ground beef, breaking it apart with a spatula. Cook until completely browned.

Add corn, half the cheddar, condensed mushroom soup, milk, black pepper, crumbled bacon, sour cream, and onion powder to the beef. Mix thoroughly until well combined.

Transfer beef mixture to prepared baking dish, spreading evenly. Sprinkle a portion of the remaining cheese over the mixture. Arrange frozen tater tots in a single layer on top, ensuring complete coverage.

Bake uncovered for 40-45 minutes until tater tots are crispy and golden brown.

Remove from oven, sprinkle remaining cheese over the hot tater tots, and return to oven for 5 minutes until cheese is melted.
