In a large skillet over medium heat, cook ground beef until fully browned, breaking it apart while cooking. Drain excess fat.

In a large mixing bowl, combine browned beef, green beans, cream of mushroom soup, milk, garlic powder, onion powder, salt, and black pepper until well incorporated.

Lightly grease a 23×33 cm baking dish. Transfer the beef mixture to the dish, spreading it evenly, and sprinkle with shredded cheddar cheese.

Bake in preheated oven for 25 minutes, or until cheese is melted and filling is heated through.

Remove from oven, distribute French fried onions evenly over the top, and return to oven for 5-10 minutes until onions are golden and crisp.
