Cook ground beef in skillet until no pink remains, about 6-8 minutes. Drain if needed.

Melt butter in same skillet, whisk in flour and cook 2 minutes.

Gradually add broth then milk, whisking until thickened, about 7-10 minutes total.

Add garlic powder, onion powder, pepper and salt.
