In a mixing bowl, combine the browned beef, drained green beans, cream of mushroom soup, milk, garlic powder, onion powder, salt, and black pepper. Stir until evenly mixed.

Lightly grease a 9×13-inch baking dish. Arrange a single layer of frozen Tater Tots on the bottom. Spread half of the beef mixture over the Tater Tots and sprinkle with half of the cheddar cheese.
