If using frozen berries, place them in a strainer over a bowl to thaw. Capture all juice from the berries as they thaw.

In a large pot, bring 2 cups of water and sugar to a boil. Boil for 2 minutes, stirring occasionally. Remove from heat. Stir in the lemon juice and lemon peel; allow to cool.

In a blender, combine 1 cup of cooled lemon mixture and the berries; cover and process until well blended. Strain mixture and discard seeds.

Pour the berry mixture, juice from thawed berries, and remaining water into the pot with the remaining lemon mixture. Stir well. Transfer to a pitcher and refrigerate until chilled. Serve over ice.
